ardaloedd cyngor mewn perygl o golli eu canolfannau hamdden a'u pyllau uchelfa o fewn pum mis \u2013 neu weld gwasanaethau'n cael eu rhesymoli \u2013 oherwydd argygetPrice ynni gynyddol y sector, mae arweinwyr y diwydiant wedi rhybuddio.<\/p>\n<p>Mae ffigyrau newydd gan ukactive yn rhagweld, heb ymyrraeth gan lywodraeth, bod nifer fawr o gyfleusterau hamdden y sector cyhoeddus yn annhebygol o wneud hi trwodd i'r gwanwyn nesaf, gyda chyfyngiadau ar wasanaethau a chau cyfleusterau eisoes yn tyfu ledled y DU.<\/p>\n<p>Gofynnodd ymgynghoriad newydd gydag gweithredwyr hamdden cyhoeddus cenedlaethol i aelodau ukactive gynnal asesiad risg o'r Bygythiad cyfredol i' \u0d05\u0d35\u0d30\u0d41\u0d1f\u0d46 cyfleusterau.<\/p>\n<p>Mae'mrowch isod yn dangos:<\/p>\n<ul>\n<li>Mae 40% o ardaloedd cyngor mewn perygl o golli eu canolfan(nau) hamdden neu o weld gwasanaethau&#x27;n cael eu lleihau yn eu canolfan(nau) hamdden cyn 31 Mawrth 2023<\/li>\n<li>Mae tri chwarter (74%) o ardaloedd cyngor yn cael eu dosbarthu fel &#x27;ansicr&#x27;, sy&#x27;n golygu bod risg o gau canolfannau hamdden a\/neu leihau gwasanaethau cyn 31 Mawrth 2024.<\/li>\n<\/ul>\n<p>Mae arweinwyr y diwydiant yn galw am gefnogaeth uniongyrchol er mwyn osgoi cau sylweddol \u2013 cefnogaeth na all aros tan ganlyniad adolygiad y Cynllun Rhyddhau Biliau Ynni o\u2019yr Adran Busnes, Ynni a Strategaeth Ddiwydiannol (BEIS), na fydd yn cael ei weithredu tan Ebrill 2023.<\/p>\n<p>Maen nhw'n galw ar the Llywodraeth i ymyrryd ar unwaith a gweithio gydag awtorurddau lleol a gweithredwyr cyfleusterau i ddod o hyd i ateb tymor byr sy'n cefnogi trafodaethau ar ddyfodol tymor hir y gwasanaethau a ddarperir i gymunedau gan gyfleusterau hamdden cyhoeddus.<\/p>\n<p>Byddai hwn yn ategu\u2019r gefnogaeth eang sydd ei thesty angen o adolygiad BEIS ar gyfer y sector cyfan (gweithredwyr cyhoeddus a phreifat fel y gilydd), gan gynnwys gwarant prisiau ynni estynedig, rhyddhad TAW, gwyliau ardrethi busnes, a grantiau llywodraeth leol.<\/p>\n<p>Mae campfeydd, llynnoedd ymdopi a chanolfan hamdden yn cael eu heffeithio'n anghymesur gan gostau ynni sy'n codi, o ystyried eu dwyster ynni uchel, ac felly maent yn parhau i fod yn agored iawn i niwed er gwaethaf y gefnogaeth eang a ddarperir i bob busnes.<\/p>\n<p>Mae tystiolaeth ukactive yn dangos bod gweithredwyr yn wynebu biliau hyd at 200% yn uwch eleni o&#x27;i gymharu \u00e2 2019 (y flwyddyn weithredu arferol olaf), gyda chostau ar fin cynyddu hyd at 240% y flwyddyn nesaf.<\/p>\n<p>Er bod y rhan fwyaf o weithredwyr hamdden cyhoeddus yn dweud eu bod yn gweithio'n adeiladol gyda' \u0d05\u0d35\u0d30\u0d41\u0d1f\u0d46 awdurdodau lleol i ddod o hyd i atebion, y gwirionedd yw fod cyllidebau cynghorau o dan bwysau cynyddol a bydd angen cefnogaeth frys a thargedig gan y llywodraeth ganolog.<\/p>\n<p><strong>Dywedis Huw Edwards, Prif Swyddog Gweithredol ukactive:<\/strong> \u201cRydym bellach yn gweld cyhoeddiadau dyddiol am gyfleusterau hamdden y sector cyhoeddus naill ai&#x27;n cyfyngu ar wasanaethau, dan fygythiad o gau, neu&#x27;n cau&#x27;n barhaol oherwydd yr argyfwng ynni.<\/p>\n<p>\u201cDyma realiti drist y rhagolygon cywir a wnaeth ukactive i'r Llywodraeth yn gynharach eleni, a thrasiedi i gymunedau lleol sy'n colli gwasanaethau dibynadwy, hanfodol sy'n cefnogi lles corfforol a meddyliol y cymunedau y maent yn eu gwasanaethu.<\/p>\n<p>\u201cMae'r Warant Prisiau Ynni \u2013 sydd ar waith tan Fawrth 2023 \u2013 wedi osgoi prisiau ynni trychinebus ar draws pob sector am y tro, ond ni fu erioed yn iach\u00e2d hud, ac mae hyn bellach i'w weld mewn rhannau o'\u0643\u0644\u0645\u0646\u0627 sector, yn enddigedig mewn cyfleusterau sy'n rhedeg pyllau nofio.<\/p>\n<p>\u201cMae angen i'    lywodraeth ymyrryd nawr, ac rydym yn parhau i fod wedi ymrwymo i ddadlau a dod a aelodau gweithredwyr ynghyd, ochr yn ochr \u00e2 chynrychiolwyr ledled llywodraeth leol, i archwilio pob opsiwn sydd ar gael i atal y llif o gau.<\/p>\n<p>\u201cNi all y DU fforddio i\u201d \u0986\u09ae\u09be\u09a6\u09c7\u09b0 ragamifications newydd ar gyfyngiadau a chau ddigwydd, ac felly mae angen camau brys nawr.\u201d<\/p>\n<p>Mae ukactive hefyd wedi cynnal p\u00f4l piniwn defnyddwyr gyda Savanta ComRes** a ddatgelodd fod yr argypang cost byguh yn achosi pryder ymhlith defnyddwyr ynghylch eu lefelau gweithgaredd corfforol.<\/p>\n<p>Mae'r polio'n dangos:<\/p>\n<ul>\n<li>Dywedodd 43% o&#x27;r ymatebwyr y bydd costau byw cynyddol yn cael effaith negyddol ar eu gallu i gymryd rhan mewn chwaraeon ac ymarfer corff.<\/li>\n<li>Dywedodd un o bob pump (20%) y byddai hyn yn &#x27;effaith negyddol fawr&#x27; a fydd yn lleihau eu lefel o weithgarwch corfforol yn fawr.<\/li>\n<\/ul>\n<p>Mae'r cyfuniad o filiau ynni a'r fygythiad i wariant defnyddwyr yn golygu y gallai llawer o wasanaethau iechyd cymunedol rbarthol hanfodol ddiflannu o ddinasoedd, trefi, a phentrefi ledled y wlad.<\/p>\n<p><strong>Meddai\u2019r Cynghorydd Gerald Vernon-Jackson, Cadeirydd Bwrdd Diwylliant, Twristiaeth a Chwaraeon yr LGA:<\/strong> \u201cMae&#x27;r ymchwil hwn yn datgelu dyfodol ansicr ein gwasanaethau hamdden, sydd \u00e2 r\u00f4l hanfodol i&#x27;w chwarae wrth helpu ein cymunedau i adfer o COVID-19, yn gorfforol ac yn feddyliol, a mynd i&#x27;r afael \u00e2 materion fel gordewdra, clefyd y galon a diabetes, gan leihau&#x27;r baich ar y GIG a gofal cymdeithasol.<\/p>\n<p>\u201cMae cynghorau&#x27;n gweithio&#x27;n hynod galed i atal cyfleusterau cymunedol rhag cau, ac yn deall bod llawer o bobl yn wynebu costau unigol cynyddol, felly nid oes ganddynt awydd i godi prisiau na newid oriau agor os gellir ei osgoi. Ond mae costau ynni cynyddol yn peri problem wirioneddol a sylweddol i&#x27;r sector.<\/p>\n<p>\u201cRhaid i'r Llywodraeth ddefnyddio'r Gyllideb Hydref sydd ar ddod i sefydlogi cyllid llywodraeth leol a buddsoddi'n uniongyrchol mewn cefnogi'r sector hamdden, fel y gwnaed yn ystod y pandemig drwy'r Gronfa Adfer Hamdden Genedlaethol o \u00a3100m. Heb gefnkoaeth ddigonol, bydd cynghorau'n cael their gorfodi i wneud penderfyniadau anodd ynghylch a yw cyfleusterau newydd yn agor, ac a yw canolfannau presennol yn cael eu gorfodi i gau.\u201d<\/p>\n<p><strong>Dywedodd Jane Nickerson, prif weithredwr Swim England:<\/strong> \u201cMae pyllau nofio a chanolfannau hamdden yn rhannau hanfodol o'\u0440\u044b\u0439 gymuned, gan wella iechyd a lles pobl o bob oed.<\/p>\n<p>\u201cMaent yn helpu i leihau pwysau ar y GIG a'r system gofal cymdeithasol, gan arbed mwy na \u00a3350m y flwyddyn - yn ogystal \u00e2 bod yn lle y gall pobl o bob oed ddysgu sgil a allai ryw ddiwrnod achub eu bywyd. Fodd bynnag, maent yn arbennig o agored i niwed i brisiau ynni cynyddol fel rydym yn ei weld nawr gyda mwy o gau a gostyngiadau mewn gwasanaethau.<\/p>\n<p>\u201cEin pryder ni yw bod mwy na 100 o byllau dan fygythiad yn y chwe mis nesaf. Byddai hynny&#x27;n ergyd ddinistriol i&#x27;r miliynau sy&#x27;n dibynnu ar fod yn weithgar yn y d\u0175r ar gyfer eu hiechyd corfforol a meddyliol.
